Abstract: This study is undertaken to develop an evaluation system to assess the effects of coastal land reclamation on marine resources with the combination of both qualitative and quantitative methods.The leading factors include port resources, tourism resources and fisheries resources, and the weights for evaluating indexes are obtained with both AHP and Delphi methods.The evaluation standards for the coastal land reclamation project of marine resources in Tianjin Binhai District have been proposed in this study.With introducing these new evaluation standards, the effects of the land reclamation on marine resources in Caofeidian are evaluated.It is found that in 2005~2008 the impact of the coastal land reclamation on the marine resources is general and in the state of the conditional acceptance; in 2009~2011 the impact is small and acceptable; and in 2012~2015 the impact is similar to that of the 2005~2008.
