Abstract:
Frequent occurrences of marine ship oil spill accidents have brought great damage to the socio-economy and ecological environment.When an oil spill accident happens,decision makers often face a variety of disposal schemes at the same time.At this point,in order to reduce loss to the maximum extent, how to choose a relatively effective scheme from these alternatives is extremely important.In this paper,a hybrid methodology was introduced to solve this problem.The analytic tool,named FAHP-FTOPSIS,was built based on Fuzzy Analytic Hierarchy Process(FAHP) and Technique for Order Preference by Similarity to Ideal Solution(FTOPSIS).First,an index system for evaluating marine ship oil spill emergency schemes was constructed.The index system consisted of six main criteria including the economy,technique,environment,oil spill conditions,operation conditions and oil spill location.FAHP was used to create favorable weights.Then,FTOPSIS was used to find the optimal disposal scheme among the alternative schemes.In the end,an application scenario was presented to prove theeffectiveness of this methodology.
