Abstract: Aimed to solve technical problems in marine spatial planning of China in the new era. Firstly, this paper divided planning levels of marine spatial planning into four levels based on the national territorial spatial planning system and the particularity of marine resources and environment, the four levels include national-level, provincial- level, municipal-level and county-level. Secondly, the planning position of the four levels is discussed. Among them, national-level marine spatial planning is strategic planning, provincial-level marine spatial planning is programmatic planning, municipal-level marine spatial planning is implementation planning, and county-level marine spatial planning is operational planning. Finally, the key points of different planning levels are discussed according to their planning position. Goal of all above study in this paper is providing reference for marine spatial planning of China in the new era.
