Abstract:In order to strengthen the coastal water environmental management and realize the ecological civilization and land-sea integrated planning strategy in China,the paper suggests constructing environmental carrying capacity-based coastal water environmental management with precaution approaches and binding effect in China.This suggestion has been made based on the studies of the latest national planning and ministerial guidelines in this field and existing environmental carrying capacity researches of other authors.It is realized that the construction of such coastal water environmental management system in China will be a challenging task.However it is realistic and practical to initiate the construction in the around Bohai Sea area in three phases:short,medium and long-terms.
